Require Amphibious / littoral / expeditionary warfare
We are requesting proposals based on full and open competition to perform research, development, test and evaluation ( RDT &E ) engineering support services for various amphibious warfare, expeditionary warfare, U.S. Marine Corps ( USMC ) and strategic sealift programs and systems being developed or supported by the COASTSYSTA. This effort will involve systems engineering, systems integration, life cycle sustainment support ( LCSS ), Foreign Military Sales ( FMS ) support, analytical and in-service engineering support for : amphibious ships and craft; seaborne logistics programs and systems; USMC offensive and defensive, and warfare programs and systems; surface mobility programs; deception programs; amphibious lift and related logistics programs; and special operations programs from initial concept development through operational fielding, in-service engineering and life cycle support. Specific support will be required for existing systems, such as the LHD class ships; LSD class ships; LPD class ships; landing craft air cushioned ( LCAC ) and LCAC upgrades; command, control, communications, computers, intelligence, surveillance, reconnaissance, and tracking (C4ISRT ) systems, strategic sealift ships and systems; USMC programs; multi mission craft air cushioned, and special operations craft ( SOC ). The contract will be a Cost Plus Fixed Fee ( CPFF ) Indefinite Delivery Indefinite Quantity ( IDIQ ) type contract for a period of five years. The contract will contain provisions for both completion and term type performance based delivery orders. The Government anticipates that the Technical Proposal will consist of a brief written proposal primarily focused on personnel qualifications and an oral presentation that will be videotaped. A separate cost proposal will be required. The successful contractor must have a SECRET facility clearance. Award will be based on the best value to the Government. Delivery terms will be specified on each delivery order awarded against the basic contract. The applicable NAICS Code is 541330 and the size standard is $20M.
