Once worked to provide rock for the construction, the quarry was turned over to the penguins in 1992, however the penguins have been present in small numbers since the early 1980's. The original visitor facilities were funded by community grants. Entrance fees, community and national grants have enabled the colony to start on a $1.3 million development program that has seen the construction of a new visitor centre and a 300 seat viewing stand is currently under construction.
